Had tried all the other suggestions but this was what did it. At that point it suddenly connected and everything seems to work. So I disabled that and re-enabled it, and held the button on the Charge HR, and suddenly a pile of new devices appeared in the device manager under Bluetooth: 3 copies of Bluetooth LE Generic Attribute Service, Charge HR, Device Information Service, Generic Access Profile, Generic Attribute Profile. At the 'Installation Complete' window, click the 'Reboot' button.
At the 'WIDCOMM Bluetooth Software' window, select 'Upgrade Bluetooth software'.
At the 'User Account Control' window, click the 'Yes' button.

I also tried to install the windows 10 driver update catalog, but that does not work either. Tried disabling and re-enabling that several times, but no difference. I tried to update the driver from the HP site, both for wifi and bluetooth, but it did not work. Tried update driver on all 3, and it updated the driver for Realtek Bluetooth Adapter, but that didn't really make a difference. I opened the device manager and saw three bluetooth devices: Microsoft Bluetooth Enumerator, Microsoft Bluetooth LE Enumerator, and Realtek Bluetooth 4.0 Adapter. Kept getting driver error in the Settings/Devices/Bluetooth screen. I had the same problem with my newish Windows 10 PC.
